Declaration of Dresden (1982)

The reconstructed Frauenkirche and buildings around the Neumarkt, Dresden. Reconstructions of archaeological sites are discouraged by the Venice Charter. However, reconstruction of war damage is encouraged by the ICOMOS-DDR Declaration of Dresden of 1982. In 2000, architects tried to persuade Dresdeners to rebuild in modernist style. Luckily, public opinion won out in this case.

Preface: The Declaration of Dresden was adopted by the ICOMOS National Committee of the German Democratic Republic, Dresden, 15-19 Nov., 1982. At the Committee, participants from 11 countries held a symposium on the subject of the “Reconstruction of Monuments Destroyed by War“.

The Declaration of Dresden is concerned with the reconstruction of monuments destroyed by war. It calls for documentation of monuments as a means to ensure their protection in times of conflict and notes the reasons and techniques for reconstruction as well the importance of exchanging knowledge between nations as a way to ensure appreciation and protection of this heritage. The Declaration supports earlier recommendations by UNESCO and the ICOMOS General Assembly on the prevention of war and calls for international cooperation and disarmament in order to prevent war.
