
Preface: The Universal Copyright Convention of 1971 was adopted by UNESCO at Paris on 24 July 1971. It goes into effect from 10 July 1974 in accordance with Article IX(1).
“… a system of copyright protection appropriate to all nations of the world and expressed in a universal convention, additional to, and without impairing international systems already in force, will, ensure respect for the rights of the individual and encourage the development of literature, the sciences and the arts,…”
This convention is a revision to the Universal Copyright Convention as signed at Geneva on 6 September 1952.

Descriptions
- It revised based on the Universal Copyright Convention (UCC) of 1952, which was adopted in 1952 under the aegis of UNESCO with a view to extend international copyright protection universally.
- The Intergovernmental Copyright Committee is composed of the representatives of 18 Contracting States and meets in ordinary sessions every 4 years. It declares that the Intergovernmental Committee shall convene a conference for revision whenever it deems necessary, or at the request of at least ten States party to this Convention.
